The 0.3.13 release is missing the metadata.rb file

Hi @paulgoldbaum -- this is a known bug in knife cookbook site install: chef/chef#2345

There's a workaround described at: chef-boneyard/openssl#9

They plan to backport the fix to chef 11, and release it as part of a point release in chef 12.
