Why I did it
Support generate profile config to PROFILE_DB, here is HLD: sonic-net/SONiC#989
How I did it
Add new parameter to sonic-cfggento allow write profile config to PROFILE_DB.
How to verify it
Pass all UT.
Add new UT to cover new code.
