The settings menu has been busted for some time, it works functionally just fine, but aesthetically it's all over the place.
I believe "Interface" tab should be used as a 'benchmark' or a reference to the other pages, though even there the tick box "area" is a bit funky. On the interface page, the space between the tick boxes is 9 pixels.
For now, these are the pages that need most work on (not in any particular order):
"In-Game" spaces between tick boxes are slightly too small(?)
"In-Game voice," the bottom most setting "when voice chat is active" is completely busted. However, the submenu uses a resource file in "steam/cached" folder, so at the moment I'm still looking into this.
"Interface," the row of tickboxes have a slight misalignment
a, "Downloads," the spaces between the tickboxes are way too big
b, the "auto update start" and "... end" are slightly misaligned, though I'm not sure if that should be changed as it references the tickbox above
"Cloud," tickboxes have a space between that's a bit too big, at least it's not uniform. Then again, there are no other settings so it's fine(?)
"Controller," buttons are too small and look odd. I already have a fix for this page, just ironing out the details.
"Broadcasting," tickbox spaces
If anyone has any other ideas, post 'em below.
Edit: I'm an idiot, I was looking at the steam folder and didn't notice the folder in the skin it self.

I have managed so far to fix the Account, In-Game, In-Game Voice, and Interface sub-menus here. I'm still trying to figure out a standard spacing between all the different options. If you need a reference the Interface sub-menu is about the ideal look.
