To me this further confirms why I think AccountOffset should be Hot and Cold specific.
With this PR, we'd be putting implementation details to two places: (1) in the index file that defines AccountOffset, and then another here that needs to say "oh wait, but if we're a Hot storage, we treat the value differently".
I'd rather this implementation detail be in a single place. Wdyt?

Offline discussed with @brooksprumo. We will use different offset types for hot and cold. And I will create a separate PR for making the current AccountOffset to HotAccountOffset.

…labs#34155) #### Problem After we have defined AccountOffset to be u32, it means the address space within one HotAccountsFile is up to 4GB. However, since the Accounts Blocks in a HotAccountsFile is 8-byte aligned, it has the opportunity to store more data by internally multiplying the AccountOffset by 8. #### Summary of Changes This PR allows a HotAccountsFile to store up to 32GB accounts data by using 8 x AccountOffset as its actual offset. #### Test Plan Updated existing unit-tests.

Problem
After we have defined AccountOffset to be u32, it means the address space within
