Remove/replace "Remove" Option from Staff Review Form for Expense Claims

To ensure consistency across the lowFAT workflow, the option to remove an expense claim should not be available from the staff review form options. Instead, expense claims should only be cancellable.

Acceptance Criteria

• Remove the "Remove" option from the staff review form for funding requests and/or replace with "Cancelled" option.
• Make sure the "Cancel" button cancels the expense claim and not removes it.
