Incorrect message about no minimal repro on issue re-opening

Description

Currently, bot sends a message about no minimal repro when user re-opens the issue in repo.
This is probably due to the invalid message being checked when the bot tries to find the link for the repro.

Steps to reproduce

1. Create an issue with the link to the minimal repro
2. Close the issue
3. Try to re-open it with a comment
