Feature Request: Ability to Checkout Consumables to Locations

Describe the solution you'd like:
I would like to be able to checkout consumables to locations. The company I work for is a grocery chain and we send consumables to the location and not a specific user.

Describe alternatives you've considered:
I have considered creating a user for each location but that eliminates the point of having locations setup.

Consumables (like toner cartridges or network cables) should be checked-out/assigned to devices, not locations.

Q: how do we know which of the 16x printers received the cartridge that the IT Support department handed to someone from the customer service department?
A: there is a support ticket, asking for ink/toner (or an automated one advising of low toner levels), and that gives a device name/printer asset label.

The option to check out to a user, device, or location would be ideal. My company doesn't care about which device or user the consumable was used on, only the location.

Has there been any progress on this. We would also like the ability to assign consumables to locations, and ideally have threshold notifications for each location.
