Is your feature request related to a problem? Please describe.
The dependency versions in smithy-typescript aren't locked.

Dependency locking feature is recommended by Gradle team.

Use smithy-typescript without locks, which makes builds non-deterministic

Single lock file per project support was added in Gradle 6.4
