UTF-8 broken (again)

When I use the "edit remark" feature to change an employee's remark field to "Žluťoucký kůň", here's what I end up with (in the web GUI):

Remark:       Žluťoucký ků�

Looking at the REST server directly (via CLI), the remark looks correct:

"remark" : "Žluťoucký kůň"

But looking at the REST server via the browser shows the munged version:

"remark" : "Žluťoucký kůň"
