Proposal: Mobile Manager Dynamic Menu Cell Updating

Update the naïve menu updating with a new dynamic add / removal system of menu cells to use a more robust method that intelligently adds and removes menu cells, thereby cutting down on the amount of RPCs needed to update an SDL menu.

The Steering Committee voted to accept this proposal with revisions on 2018-12-19. The author is to updated the proposal to include the two points called out in this comment.
