Proposal: Driver Distraction Improvements: Command List Limitations

This proposal is to enable greater control for OEMs over menu length and depth.

Review: smartdevicelink/sdl_evolution#441

Steering Committee Decision:

The Steering Committee voted to accept this proposal. It was noted in the discussion that including a back button from sub-menus should be a requirement within the Core Certification Guidelines, and may also be included in the HMI Implementation Guidelines.

Proposal markdown file has been updated per the revisions included in accepted Evolution Proposal SDL 0152 Revisions - Driver Distraction Improvements: Command List Limitations. Revisions include adding a driverDistraction parameter to the HMICapabilities struct in the Mobile API. Please reference the issue and proposal markdown file for revisions details.
