According to #2163, the Plater Settings only permits per-object settings. It seems very arbitrary (certainly not obvious to the user) which settings are currently possible to set in Plater Settings or not. Plater Settings should also allow per-print settings which would allow base settings specified in Print Settings to be overridden for the current print only. (Currently if you make changes in the "Print Settings" it is easy to accidentally save them, altering the base profile).

There's no such thing as "Plater settings". The dialog that is opened when you click on the "Settings..." button after selecting an object is tied to the single object you selected. And there is no way to set, say, skirt options for a single object without affecting the others. Not everything can be overridden for individual objects.
As already said, if you want to alter print settings, go to the "Print Settings" tab.

I see now, I had the wrong mental model of what that Settings button did. Since I mostly print single parts there is actually no difference and so per-print settings would be fine there. Addressing #2165 would reduce the need for this feature anyway.
