Provide Better Forecasting Tools

A couple make-shift grunt tasks were created when this library was being written. Their purpose was to pull down usage data from CloudWatch on a real table, and then provide a way to run an analysis of what would have happened had your current rules and configuration been running at that time, producing a chart. These tools should eventually be enhanced to be easier to use and more full-featured.
