Given the requirements, we expect the following phase structure

Silt: CLI and Executable
Drill (baby drill): Frontend, Driver
Lithosphere: SyntaxGen, libSyntax, AST
Crust: Parse, Shine
Moho: ScopeCheck, Name Binding
Mantle: Elaboration into Core Type Theory, TypeChecking
Mesosphere: Lower TT to Thorin
Outer Core: Optimizations
Inner Core: Lower Thorin to LLVM IR
