I have searched open and closed issues for duplicates

Bug Description

Fails to send or receive with lots of 503 errors in debug log

Steps to Reproduce

reset signal desktop (delete all data)
link with phone
try to send messages
they all report "Send failed"

Signal Version: v1.29.4
Operating System: Fedora 31 (Flatpak)

This seems to be the root of it

ERROR 2020-02-14T16:09:13.825Z GET https://textsecure-service.whispersystems.org/v1/certificate/delivery 503 Error
