Extend the CoAP content-format support

[lu-zero]

• Ideally it could be mapped to a newtype for u16 with a constructor for well known values.
• It is a good candidate for when we extend the extension builder to be able to touch additional fields since content-format maps to a specific set of content-type/encoding. (thanks to @marco-tiloca-sics for pointing it out)
