Adding support for NanoPi R6C

Description

Hi, I'd like to help, if I can, with adding support for the NanoPi R6C, it uses the same processor as the Orang Pi 5. I'm new to both Talos and building custom images for SBCs. If this is already supported and I've missed something, please let me know.

This is a project with TONS of rockchip support. They have a working R6C build (and a bunch of others as well).

@n2p5 This is a high-level guide that I wrote on how to add an overlay. Feel free to reach out here or via the siderolabs Slack. I am by no means an expert, but I went through these steps.

For reference, you may also consider the PR for the R5S to get inspiration on the kind of files that have to be added.
