Consider including Module::Build

Can we get Module::Build installed by default on both the Windows variants?

I think you want cpanm --quiet Module::Build, not cpanm --quiet --installdeps Module::Build. The latter only installs dependencies, not the module itself.

(Also, I think you wrote Module::Install when you meant Module::Build.)
