Unable to request raw.githubusercontent.com - it was blocked in mainland, so I'm not able to update GFWList PAC at once after installation (without turning on global mode).
I suggest using jsDelivr instead of GitHub Raw. See Network of jsDelivr § Big network in China. And it's available and fast all over the world.

Just change https://raw.githubusercontent.com/gfwlist/gfwlist/master/gfwlist.txt
to -> https://cdn.jsdelivr.net/gh/gfwlist/gfwlist/gfwlist.txt.
