Add resource configuration flag

Thanks for maintaining these rules, they were a huge help!

Right now, it looks like include_resources is the only way to specify which resources to include, however, when running with the tracing agent, it generates a resource-config.json. Ideally, we'd be able to specify that the native_image rule.

I plan on opening an PR with a possible implementation. Please let me know if you have feedback on the issue request itself.
