Add documentation for keepalive handlers in 2.x #658

While Sensu 2.x supports a special handler called "keepalive", we don't seem to mention this anywhere in our documentation for 2.x.

This caused a user to file sensu/sensu-go#1960 recently. It would be good to have something we can point people at.

Add some documentation around creating keepalive handlers, with recommended best practices.
