Can't send recipient to a specific list segment using subscription widget

I am trying to send a recipients email to a specific list segment, not just a full list with the Wordpress Subscription widget. Is there a way to accomplish this? The segment would have to be dynamic, as it depends on which state they choose from a dropdown within the subscription form.
