podman replaces docker in some installation, we should support it as well

Currently there is this issue:
containers/podman#7087
I'll need a workaround

@gleb-cloudius Thanks for the previous attempts. I hit multiple bumps with podman but I think I have a working workaround in place.

Can you validate that it now works for you?
