Put links to Argus in jenkins run descriptions

This kind of 'button' or link will provide clear mapping of Jenkins job to corresponding argus run.
Such a feature will enhance user experience with Argus's capabilities for test verification, log collection, and error event analysis and centralizes test management within Argus for improved efficiency.

Such a link may be added to job description, for example (as been discussed with Alexey)

regardless this should go to SCT, since now that argus has links based on test ids, we can put them in job descriptions during the run, i.e. when we create the argus job for example.

it would be a bit tricky in parallel jobs, (upgrade / perf / artifacts), since it would have multiple links, which would be hard to identify which part of the pipeline created them.
