Unable to force start a frozen job that is part of a pipeline stage

What happened:

When attempting to restart a frozen job, it entered a different event with another frozen build instead of restarting. This issue occurs exclusively during the pipeline stage.

The initial event that encountered the frozen build.

Another restarted event that led to the build becoming frozen again.

What you expected to happen:

Ability to force start the frozen job even when the job is in a pipeline stage.
