Need to migrate the logic of laucher to merge metadata into API

What happened:

When build is queued (frozen build, or virtual job for example) or created, meta is missing at that time since launcher has not been run.

What you expected to happen:

The logic to merge metadata from launcher should be migrated to API so when build is created or queued, the metadata information is not missing.

How to reproduce it:

Create a frozen build and manually start the build during the frozen window, the subjected build will have empty metadata since the launcher has not been run at this point.
