PS: Consider use cases for returning unconnected segments #1821

Currently we filter the returned segments for connectedness.

If the PS can't find a connected set of segments it might in some cases make sense to return unconnected segments. First we need to figure out potential cases and then we should decide if it makes sense to handle those.

This no longer applies to the new segfetcher logic (see #2454)
