[Question] CLI client w/o browser?

Is it possible to send a file from bash cli (on linux) "without" any dependency on X environment or browser?

No. Currently the pairdrop-cli utility is just a hackish way of getting data from a terminal to a browser (and activate share-mode in PairDrop).

I guess a complete terminal client for PairDrop won’t be implemented soon as the discovery and selection is hard to implement on a terminal.

For transferring files via the terminal on two devices you have access to there are better tools:
If you use ssh to connect to your dev environment I would simply use scp.
Otherwise you can take a look at croc.
