Add a compiler option that enables text output into semanticdb files.
The semanticdb-scalac compiler plugin for Scala 2 allowed to include the source code in its output by setting the plugin option
-P:semanticdb:text:on. ATM that feature is not supported by Dotty.PR: #18307
