Package node_modules

Include node_modules in the packaging and allow it to be resolved from target/web in addition to its present location. Would need to allow for multiple node_modules folder during resolution. Favour the project root.

Actually this issue is really really old, however I would be in favor of this. Actually dealing with webjars on npm is horrible.
When we could put a node_modules folder under /resources we could've create a really easy way to run code with node way better.
