This PR enables the
azure_policy_enabledfield in azurerm provider as documented in:https://registry.terraform.io/providers/hashicorp/azurerm/latest/docs/resources/kubernetes_cluster#azure_policy_enabled
The default behaviour will set
azure_policy_enabled = false
