No license agreement is displayed on Classic installer during update

Describe the bug
When you update from 5.51.5 to 5.51.6, no license agreement is presented to the user.
Plus presents the license agreement every time.

Expected behavior
Classic installer should behave like Plus in this regard or the opposite.

whats teh point of showing a licence once the suer already accepted it and installed the software?
if anythign the plus installer should not show it on update

For me it's the same, as long as the inconsistency between Classic and Plus will be fixed.

As you already know, I'm looking into external sites to track the issues here.
