Not sure if 3scale API MMGT is really needed. For internal APIs (microservice to microservice), I think ISTIO is better suited to keep control.
I dont expect OpenDJ to have any "external" APIs that could be monetized or could used by other developers.

I assume the clients will be located on the internet, therefore the APIs will be exposed publicly. 3Scale would protect/rate limit here - can istio do the same?
