The developer environment needs to have all that the packages that are used in the notebook pages, since that in the environment that is used when executing the jupyter books for build. We need to

  1. figure out how to set up the environment files so that the developer-env includes the packages in the user environment.yml
  2. update the contributor guide to reflect the changes that are made
