Allow missing docs for various statics and constants. #34

This fixes lint errors when using the latest nightly rustc 1.3.0-nightly (20f421cd5 2015-07-06).

I guess the statics shouldn't really be documented and the constants are pretty self-explanatory.

If any changes to this PR are deemed necessary, please add them as extra commits. This ensures that the reviewer can see what has changed since they last reviewed the code. The way Github handles out-of-date commits, this should also make it reasonably obvious what issues have or haven't been addressed.
