Add missing SYS_clone3 for linux musl targets #2111

In #1897 SYS_clone3 was added for linux gnu targets. This PR adds the constant for musl targets.
rust-lang/rust#81825 is currently blocked on this.

SYS_clone3 is added to the following architectures:

It was already added for s390x in 88de388.

This is added in musl 1.2.0 so we should skip tests for it.

The full CI that's run on merge checks if all definitions match the underlying C library. The version of musl we currently try to be compatible with doesn't have those definitions, so the test suite needs to ignore those definitions on musl. There are plenty of examples of that in the test suite already. Can you add this to the list of exceptions for musl?
