Distribution -- Filter on partner is currently restricted on date range, and should not be

Summary

On the distribution index, the partners in the drop down filter are currently restricted to the partners with distributions in the current date range. It should be all the currrent organization's active partners instead.

Why

So the banks can filter properly when they want to see a particular partner's distributions over a larger date range

Where is this?

sign in as [email protected]
click "Distributions" in the left hand menu
If you click on "filter by partner", you'll see a subset of all the active partners only -- it's just the ones that have distributions in the current filter

What it should be

That filter dropdown should show all the active partners for the organization.
