[WebSocket] Support specifying binary encoding when calling RPC via WebSocket #2866

Proposal Details

When calling RPC via WebSocket, the current JSON encoding method consumes too much bandwidth. It is hoped that support for specifying binary compression encoding methods, such as FlatBuffers, Protobuf, and Borsh, etc.

Query rpc without decode: true can reduce the bandwidth.
