Introduce supplemental config file for fish shell

Fish version 2.7.0 introduced the --init-command/-C option, to allow execution of commands before starting the interactive shell. This can be used to source a supplemental configuration file located in the playground's directory, which would allow custom shell environments for each playground. My personal motivation is for setting playground-specific environment variables.
