LogoRRR 23.1.0 does not start on fresh Windows 10 system when installed per user #136

Current version of LogoRRR 23.1.0 does not start in Windows 10 when installed per user.
Instead an exception message is shown:

23 1 0_StartError

It turns out, that LogoRRR expects to have a directory ready for storing its logfile.

C:\ProgramData\LogoRRR\logorrr.log.lck

At least on my system the directory C:\ProgramData\LogoRRR\ did not exist after installation and also was not created by LogoRRR. After manually creating the directory, LogoRRR started as expected and also created its logfile.
A possible fix here would be to check if the directory exists and to create it if needed.

Unfortunately, the impact of the issue affects every system where LogoRRR was not previously installed. Users who already had a LogoRRR installation were not affected.
