say I have an object TaxInfo with IsTaxRegistered(bool) and TaxNumber(string)

In C# i can have
RuleFor(m => m.TaxNumber).NotEmpty().When(m => m.IsTaxRegistered) .WithMessage("Tax Number required");

How can I achieve the same/similar thing with ngFluentValidation ?
