add an option to switch off iceberg table

Is your feature request related to a problem? Please describe.

We expect Iceberg table to be disabled on risingwave cloud, until necessary cloud infra is ready, especially the EMR integration. This aims to prevent misuses. For example, user may create an iceberg table and expect compaction to start automatically. However, without the EMR integration, they will unexpectedly cause inifinite state issues.

Describe the solution you'd like

Add an option to ensure iceberg table is disabled. We can switch it on during dev and testing.
