The gas limit offered by user's cross-chain message to arbitrum-sepolia is too high. However, the arbitrum-sepolia internal trasaction provides a gaslimit of up to 31493995, which prevents these messages from being relayed successfully.
This is probably due to the surge in L1 gas price, which caused the gas above arbitrum-sepolia to go up.
