Added ability to set Consul arguments using environment variables

Add ability to set Consul connection scheme

• Added the --consul-scheme flag to allow connections over https [default: http]
• Refactored logging so that it defaults to Info level
• Added some additional informational logging
• Add build-no-tests Makefile target
