Describe the bug
@liang-hu Experienced some issues when using the package on windows. This issue is used for solveing these issues.

To Reproduce
Steps to reproduce the behaviour:

  1. Install the mlc package.
  2. Run pip install -e.
  3. See error

Expected behaviour
The package should install succesfully.

Although it should work on windows now I did not thoroughly test it as it is not easy to set up. A guide on how to make it work under windows can be found in the SpinningUp repository.
