the docker "-t" is throwing an error and there is no Dockerfile included. How are we supposed to build?

There's definitely a https://github.com/rhasspy/piper-phonemize/blob/master/Dockerfile

(It doesn't currently build due to rhasspy/piper#286, but that's a different problem.)
