For query params that change the content we should add the param into the canonical URL:
/list
/list?page=1
://example.com/list
/list?page=2
://example.com/list?page=2
/list?filter=foo
://example.com/list?filter=foo
But query params that don't change the content should be removed:
/list?foo=bar
