"Check missing labels" action Issue should update/close the issue when all listed Issues have the correct labels

Our label check action creates an Issue when there are Issues with missing labels. But the action doesn't close, or update the issue after all issues are correctly labeled.

For example, this issue is still showing issues that are correctly labeled:

The label check action was added (and refactored) with these PRs:

Possible fixes

• Option 1: do nothing.
• Option 2: when the action runs each week, it should update the list. If there are no more badly labeled issues, update issue body text to show a message: "All checked issues are correcly labeled."
• Option 3: when the action runs each week, it should close the issue when there are no more badly labeled issues. When the action runs again the second week, and finds badly labeled issues, it creates a new issue. Or in simple words: "throw out the old issue, replace with new issue".
• Option 4: something else.

additional close the issue if no more things. reopen if new issues arise.
