Describe the bug
There are a couple of scenarios which start in burning buildings. The NPC spawns near fire, doesn't leave the place and dies. And player can't always convince them to follow, unless their speech is high enough.
To Reproduce
Start the game in Burning Building scenario with NPCs allowed
Notice that the starting NPC never leaves the building on their own
Chat; notice that it doesn't trust the player and is unlikely to follow them outside
Expected behavior
They should do something for self-preservation (follow the player for first few hours, have contextual bonus on follow dialog option) or spawn in safe location such as another building. Or don't spawn NPC in those scenarios at all.
