ERS-2 drifting phase to be identified #135

Towards the end of its life, ERS-2 started to drift. It is important that this period is properly identified, similar to Envisat Phase C.

Following actions are to be performed:

Update the equator longitude for cycle 87 and later, that are currently set to an auto-generated value.
Determine the start of the drift
Define a new mission phase and move the data there.
